SBA Opens Disaster Loan Outreach Centers in New York
ATLANTA - The U.S. Small Business Administration (SBA) announced today it will open Disaster Loan Outreach Centers (DLOCs) in New York. SBA is opening these Centers to assist New York businesses and residents with losses due to the severe storms and flash flooding that occurred on July 9-10, 2023. “Our Disaster Loan Outreach Centers are one of the most powerful resources at SBA’s disposal to support business owners and residents in the midst of a disaster,” said Francisco Sánchez, Jr., Associate Administrator for the SBA’s Office of Disaster Recovery and Resilience. “Business owners and residents can meet in person with our specialists to apply for SBA disaster loans and get information on the full breadth of our programs designed to help them navigate their recovery.” The declaration covers Ontario and Orange counties, and the adjacent counties of Dutchess, Livingston, Monroe, Putnam, Rockland, Seneca, Steuben, Sullivan, Ulster, Wayne, Westchester, and Yates in New York; Passaic and Sussex in New Jersey; and Pike in Pennsylvania. Customer Service Representatives at SBA’s Disaster Loan Outreach Centers will assist businesses and residents complete their disaster loan application, accept documents, and provide updates on an application’s status. Walk-ins are accepted, but you can schedule an in-person appointment at an SBA Disaster Recovery Center in advance. The Centers will operate as indicated below.

Businesses and private nonprofit organizations may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets. For small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and most private nonprofit organizations, the SBA offers Economic Injury Disaster Loans (EIDLs) to help meet working capital needs caused by the disaster. EIDL assistance is available regardless of whether the business suffered any physical property damage. Loans up to $500,000 are available to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible for loans up to $100,000 to repair or replace damaged or destroyed personal property. Interest rates are as low as 4% for businesses, 2.375% for nonprofit organizations, and 2.5% for homeowners and renters, with terms up to 30 years. Interest does not begin to accrue, and monthly payments are not due, until 12 months from the date of the initial disbursement. Loan amounts and terms are set by the SBA and are based on each applicant’s financial condition. Applicants may apply online and receive additional disaster assistance information at sba.gov/disaster. Applicants may also call SBA’s Customer Service Center at (800) 659-2955 or email [email protected] for more information on SBA disaster assistance. For people who are deaf, hard of hearing, or have a speech disability, please dial 7-1-1 to access telecommunications relay services. The filing deadline to return applications for physical property damage is July 15, 2024. The deadline to return economic injury applications is Feb. 18, 2025.

Join the second LPC meeting for Cornwall’s New York Forward. LPC members will receive an update regarding public engagement, finalize the Cornwall NYF vision, review the preliminary list of opportunities and challenges, provide input on draft goals and discuss the project evaluation criteria and format for project selection. Please note that LPC meetings are public working meetings for committee members, and time will be held at the end of the meetings for public comment. There will be public workshops throughout this process during which the general public can provide their input.

Dear Cornwall residents, neighbors, and friends:
On behalf of Orange County Executive Steve Neuhaus, Town Supervisor Josh Wojehowski, and both the Village and Town Boards, we have been designated a COVID-19 rapid test kit P.O.D. (point of distribution) tomorrow morning, Saturday, January 22, 2022, in the Village of Cornwall-on-Hudson, New York.
Now, please understand, this allocation of FREE test kits is being made available to ALL Orange County residents. This does NOT serve as a Cornwall-centric only giveaway. We have more than enough kits and will distribute until we run out. But ALL intended recipients MUST enter the queue from 9W and along Shore Road. NO EXCEPTIONS. Exit will be up Dock Hill Road and then through Cornwall-on-Hudson via egress roads.
Details: 10:00 a.m. Saturday morning at Donahue Memorial Park (the Cornwall-on-Hudson riverfront). Two packages (4 total tests) per vehicle – WITH proof of Orange County, NY residence.
Access: You MUST access the P.O.D. from 9W, and along Shore Road to DMP. Follow all the signage and the police and DPW officials’ directions along the route. Please be patient with our volunteers, they are here to serve you and the Orange County community.
Members of both the Village and Town Boards will be there along the route.

Burn Ban Executive Order
Goshen, N.Y. – County Executive Neuhaus today issued Executive Order No. 13 of 2024, declaring a State of Emergency in Orange County which prohibits certain burning activities due to the prolonged dry weather conditions the County and surrounding areas have been experiencing.
“The beautiful, dry weather we’ve been enjoying comes with a consequence,” stated Neuhaus. “Over the past week, there have been numerous brush fires in the region, including in Orange County. These fires endanger the public and our first responders and we must do what we can to mitigate these dangers while conditions remain ripe for fire spread. My Executive Order will help to keep residents and visitors safe.”

EXECUTIVE ORDER NO. 13 OF 2024
DECLARING A STATE OF EMERGENCY IN ORANGE COUNTY
DUE TO PROLONGED DRY WEATHER CONDITIONS
AND PROHIBITING CERTAIN BURNING ACTIVITIES
I, Steven M. Neuhaus, County Executive of the County of Orange, State of New York, do hereby declare as an EXECUTIVE ORDER the following:
WHEREAS, the entirety of the County of Orange (hereinafter the “County”) has been experiencing prolonged dry weather conditions over the course of several months, which has resulted in extremely dry vegetation and environmental conditions that are susceptible to fire; and
WHEREAS, said prolonged dry weather has created a real, immediate and continued danger of wildfires and fire-related hazard, and the concomitant perilous effect on the lives and safety of the inhabitants that live in the effected portions of the County, and which require immediate measures to protect the lives, health and safety of the public; and
WHEREAS, local fire officials are reporting elevated fire danger levels that are a direct threat to the lives, health and safety of the residents and visitors in the County; and
WHEREAS, the National Integrated Drought Information System currently lists the County as being “Abnormally Dry” and provides that September 2024 was the 8th driest September on record for Orange County over the past 130 years; and
WHEREAS, pursuant to Section 24 of the Executive Law of the State of New York, the County Executive of Orange County, as its Chief Executive, is authorized to proclaim a local state of emergency within any part or all of the territorial limits of the County of Orange, and in connection therewith the County Executive may promulgate local emergency orders to protect life and property or to bring the emergency situation under control.
NOW, THEREFORE, I, Steven M. Neuhaus, as County Executive and Chief Executive of the County of Orange, New York do hereby find the public safety to be imperiled by the present and imminent conditions created by the above-referenced weather conditions and the resulting risk of fire and fire-related hazards to the lives of residents, officials, rescue workers and other in the County of Orange and, consequently, to safeguard the lives, health, safety and property of the public, I do hereby declare a STATE OF EMERGENCY for the entirety of the County of Orange pursuant to, inter alia, New York State Executive Law Sections 24 and 25, beginning at 1:00 p.m. this date, October 28, 2024, and continuing until such time that I declare the State of Emergency is no longer necessary or such declaration expires by law, whichever is first; and
I FURTHER ORDER, that as a result of my Declaration of a State of Emergency and above findings, that for the duration of this Declaration and Order subject to extensions, if necessary, that the following is hereby PROHIBITED within the boundaries of the County of Orange:
All outdoor burning of any material, including, but not limited to, yard waste, household paper products, bonfires, campfires, warming fires, outdoor fireplaces, outdoor chimneys and any cooking fires unless such an activity is expressly authorized by the New York State Department of Environmental Conservation.
The following exceptions shall apply to the above list: (i) outdoor cooking for food exclusively is permitted within a contained gas or charcoal grill; (ii) any firefighting training; and (iii) any burn operations expressly approved by the New York State Department of Environmental Conservation.
Pursuant to New York Executive Law § 24(5), any person who knowingly violates this Executive Order is guilty of a class B misdemeanor.
This Executive Order shall take effect immediately and, pursuant to New York Executive Law § 24(3) shall be (1) signed in quadruplicate, (2) published as soon as practicable in a newspaper of general circulation in Orange County and transmitted to the radio and television media for publication and broadcast, and (3) filed within 72 hours or as soon thereafter as practicable in the (i) office of the Clerk of the County Legislature, (ii) office of the County Clerk, (iii) office of the Secretary of State, and (iv) State Office of Emergency Management within the Division of Homeland Security and Emergency Services, either directly and/or through the County of Orange Division of Emergency Management.

The NY Forward (NYF) program, announced by Governor Hochul in 2022, is a program designed to invigorate and enliven downtowns in New York’s smaller and rural communities – the types of downtowns found in village, hamlets, and other small, neighborhood-scale municipal centers. The goal is to transform downtowns into vibrant, flourishing neighborhoods focused on sustainable economies and development to create areas where the next generations of New Yorkers will want to live, work, and raise a family. Each New York State Regional Economic Development Council (REDC) nominates two or three communities for the NYF award. This award intends to fund projects for redevelopment, job creation, public improvements, and business and housing opportunities. In February 2023, the Town of Cornwall and Village of Cornwall-on-Hudson were selected as one of the NYF awardees to receive $4.5 million. A six-month planning process will link the community’s vision, goals, and revitalization strategies to specific projects that have the potential to revitalize downtown Cornwall. This process will be guided by a Local Planning Committee (LPC), which consists of local and regional leaders.
Projects selected for NYF funding should advance the program’s goal of catalyzing the development of an active downtown, enhancing public spaces, and growing the local economy. An open, community-based planning process has been created to promote innovation and creativity within the project application timeline. A Call for Projects will be issued June 16 and explain the eligibility requirements for potential projects. The LPC will select a slate of projects for inclusion in the NYF Strategic Investment Plan, which will be submitted to the multi-agency State NYF program for final funding decisions. LPC meetings will be open to the public and will be livestreamed. Virtual Office Hours will be held twice throughout the duration of the Call for Projects. The Governor has announced that the Department of Financial Services staff will be deployed to provide insurance assistance to residents affected by the flooding.
Representatives can answer any insurance-related questions and direct homeowners and small businesses on how to file a claim through the National Flood Insurance Program. Individuals can also call the DFS Disaster Hotline at (800) 339-1759 or visit https://www.dfs.ny.gov/consumers/disaster_flood.
