Local Emergency Order

LOCAL EMERGENCY ORDER
VILLAGE OF CORNWALL-ON-HUDSON

WHEREAS, there exists the possibility of vandalism and destruction of property beyond the scope of ordinary Halloween merriment and pranksterism as determined by Village officials and police officers; and

WHEREAS, evidence that such destructive acts have occurred and threaten to continue is apparent at this time and prompt action specifically aimed at the source of such threatened and actual damage is required to minimize damage and protect the public health, safety and welfare.

NOW, pursuant to the authority invested in the office of the Mayor of the Village of Cornwall-on-Hudson, as Chief Executive pursuant to Executive Law §24, be it

ORDERED, that a state of local emergency is proclaimed within the corporate limits of the Village of Cornwall-on-Hudson. The state of emergency shall be effective Sunday, October 31, 2021 at 8:00 PM through Monday, November 1, 2021 at 5:30 AM, unless rescinded or modified; and

ORDERED, that a curfew for all persons under the age of 18 years during such state of local emergency between Sunday, October 31, 2021 at 8:00 PM through Monday, November 1, 2021 at 5:30 AM, is hereby declared, except for such persons who are traveling to or from bona fide employment or traveling to or from an authorized   school   activity, or on an errand concerning medical or other emergency;

ORDERED, that all persons during such state of local emergency shall refrain from the following conduct between the hours of Sunday, October 31, 2021 at 8:00 PM through Monday, November 1, 2021 at 5:30 AM:

  1. Presence in or upon public streets or other public areas in groups larger than five persons. Presence in or upon private property in groups larger than five persons without authorization from property owner.
  2. Presence in or upon public streets or other public areas while in possession of shaving cream, eggs, soap, rocks, toothpaste, spray paint, flammable or combustible liquids, or any other items which may be used for vandalism.
  3. Presence in or upon a public street or other public area with a group of any size, where one member of group is in possession of any items described in number (2) above. Likewise, presence in or upon any private property without authorization from the owner in a group of any size, where one member of group is in possession of such items described in (2) above.

ORDERED, any person knowingly violating this order be subject to arrest pursuant to Executive Law §24(5); and

ORDERED, that this order be executed in triplicate and be published, transmitted and filed pursuant to Executive Law §24(3).

    Local State of Emergency

    September 2, 2021

     

    Dear Cornwall-on-Hudson residents, neighbors, and friends:

     

    This is a weather emergency, State-of-the-Village edition of my usual update messages. The tropical depression known as Ida certainly did not impact us as destructively as it did the Gulf Coast and even parts of New York City and Long Island. But the record amounts of rainfall have led to serious flooding in places and washed out portions of local roadways. Some of our water facilities – especially the Taylor Road wellfields – continue to remain submerged and subject to flooding. Blessedly, there were no reported power outages and though some storm drains in our roadways were overwhelmed by the volume of rainwater, we seem to be in “okay” shape infrastructure-wise. We have power and safe, clean drinking water. Some of our neighbors in the Town of Cornwall and surrounding communities did not fare so well.

    New York State has declared a state of emergency that includes Orange County. This is important for us, as it makes us eligible for reimbursement from NYS and/or FEMA for any necessary municipal road or facilities repairs caused by storm damage.

    With this in mind, and because a state of emergency need be declared, locally, in order to issue any necessary emergency orders for public safety, I have issued a DECLARATION OF A LOCAL STATE OF EMERGENCY, which is attached. In doing so, I have consulted with the Attorney for the Village, the Village Clerk, and the Village Board. I have also interfaced with DPW and Water Superintendents Halvorsen and Trainor. Most importantly, I have crafted this declaration with specific guidance from Cornwall OEM Emergency Manager and Deputy EMS Coordinator for Orange County, NY, the Village’s own Kurt Hahn. We will continue to coordinate with all appropriate local, state, and federal officials, in order to identify any potential forthcoming hazards and mitigate storm damage.    

    It is times like this that we should appreciate our Village employees from the Department of Public Works, as well as the Water and Police Departments. Next time you see one, make certain to thank them for their 24/7 availability to help keep us all safe and efforts to ensure we all maintain Village services in the wake of natural disasters such as Ida.

    DECLARATION OF A LOCAL STATE OF EMERGENCY

    A State of Emergency is hereby declared in the
    VILLAGE OF CORNWALL-ON-HUDSON, NY
    effective at 18:00PM on July 9, 2023.

    This State of Emergency has been declared due to SEVERE WEATHER EVENT: SEVERE FLOODING EVENT.

    This situation threatens the public safety.

    This State of Emergency will remain in effect until rescinded by a subsequent order.

    As the MAYOR of the VILLAGE OF CORNWALL-ON-HUDSON, NY,

    I, JAMES A. GAGLIANO exercise the authority given me under Section 24 of the New York State Executive Law, to preserve the public safety and render all required and available assistance vital to the security, well-being, and health of the citizens of the VILLAGE OF CORNWALL-ON-HUDSON, NY.

    I hereby direct all departments and agencies of the VILLAGE OF CORNWALL-ON-HUDSON to take whatever steps necessary to protect life and property, public infrastructure, and provide such emergency assistance deemed necessary.

    Both the Village of Cornwall-on-Hudson and the Town of Cornwall, New York have declared states of emergency due to flooding. With more rain anticipated into the evening hours, receding water levels may return to dangerously high levels as the weather worsens.
     
    Office of Emergency Management (OEM) Director Kurt Hahn advises that travel be restricted to emergency vehicles and first responders ONLY. If you are in need of rescue, immediately dial 911. We are deploying resources across the area.
     
    Munger Cottage, located at 40 Munger Drive, in the Town of Cornwall, will be open to serve as a reception center for displaced residents. A CODE RED notification alert has been issued and will be utilized to provide further information. You can register for CODE RED by texting Keyword: COH12520 to 99411.
